The Google Play 12-tester requirement, explained for vibe coders

If you created a personal Google Play developer account after November 2023, you cannot publish to production right away. You first run a closed test with at least 12 testers for 14 continuous days. Here is how to get through it without losing time.

Who is affected

The requirement applies to personal developer accounts created after 13 November 2023. Organization accounts (registered with a D-U-N-S number) are exempt, and so are older personal accounts. Google introduced it to reduce low-quality apps, and it is enforced automatically in the Play Console: the production track stays locked until you apply for access and Google approves.

How to complete the test quickly

Start on the day you create the app; the 14 days run in parallel with everything else.

  1. Build the app with WebViewGold

Insert your URL, set name and icon, build the signed App Bundle (Android Studio or Cloud Builder). This first build is enough for testing; you can keep updating the web app during the test.

  2. Create a closed testing track

Play Console → Testing → Closed testing → create a track, upload the bundle, add a tester list (email addresses or a Google Group), roll out.

  3. Recruit 12 testers

Friends, colleagues, your Discord or Reddit community, your newsletter. Testers need a Google account and must opt in via the link Google gives you, then install the app. Ask them to open it a few times during the 14 days.

  4. Wait 14 continuous days

The counter runs while at least 12 testers stay opted in. If someone opts out and the count drops, the clock may reset, so invite a few more than 12.

  5. Apply for production access

After the 14 days, the Play Console shows an "Apply for production" button with a short questionnaire about your testing. Answer honestly; Google reviews it, usually within a few days.

  6. Promote to production

Promote the closed-testing release (or upload a new one) to production and submit. Your listing, data safety form and content rating must already be complete.

Tips from support

  • Invite 15 to 20 testers so a few drop-outs do not stall the counter.
  • Use the test to collect real feedback: ask testers to try the login, push notifications and the offline screen.
  • Submit the iOS app to Apple on the same day. Apple has no waiting period, so both apps can launch together after the 14 days.
  • Organization account instead? Registering a company with a D-U-N-S number avoids the requirement but takes its own verification time.

Frequently asked questions

Does the 14-day test delay my iOS launch?

No. Apple has no such requirement. Submit to the App Store immediately and release both on the same day after the Play test.

Can my testers be in different countries?

Yes. Any Google account can opt in to a closed test as long as the app is available in their country in the testing track settings.

Do I need 12 testers for every update?

No. The requirement is only for the first production release of a new personal account. Later updates go straight to production.
